In addition to unveiling that U925t laptop / tablet hybrid yesterday, Toshiba is announcing a few more conventional-looking PCs this week at IFA. These new models include the Satellite U945, a low-end Ultrabook; the Satellite P845t, an Ultrabook with a touchscreen; and the Satellite S955, a 15-inch thin-and-light. Across the board, these will be available October 26th, the day Windows 8 formally launches. For now, too, Toshiba isn't revealing prices, though we already know plenty about the specs. 52 people dead after torrential rains flood Niger

NIAMEY, Niger (AP) ? Emergency officials in Niger say that 52 people have died after heavy rains caused rivers to overflow and buildings to crumble.

Col. Mahamane Laminou Moussa, the director general of the country's fire brigade service, said not a single neighborhood of the capital, Niamey, was spared. He said that on the night of Aug. 20, 4.7 inches of rain (119 millimeters) fell in the capital, pushing water under people's doors and causing rivers to rise to the highest levels since 1929.

In the capital, around 400,000 people are living in emergency shelters in schools and mosques.

In the northern province of Agadez, 81 villages have been flooded, leaving 44,600 people homeless. In Dosso district, 14,588 houses were destroyed. In Tillabery region, nearly 1,500 acres of rice fields were flooded.

Eastwood, empty chair hijack Republican media coverage

LOS ANGELES (Reuters) - Months of careful planning for the Republican National Convention were hijacked by actor Clint Eastwood as traditional and social media erupted in a frenzy of scratched heads and parodies that experts said largely overshadowed presidential contender Mitt Romney's moment in the spotlight.

Eastwood's rambling, unscripted address at Thursday's convention to an absent President Barack Obama in an empty chair inspired an instant satirical Twitter account, @InvisibleObama, that quickly went viral, demonstrating the power of social media to upset tightly scripted image control.

Although Romney notched up the most tweets during his keynote address to the convention in Tampa, Florida - more than 14,289 tweets per minute - his Twitter Political Index (Twindex), which measures how tweeters feel about a candidate on a scale of 1 to 100, fell from 46 to 38 following his speech.

Some 30.3 million Americans watched Thursday's prime time addresses on cable and broadcast television, according to final Nielsen data.

But by Friday, it was "Dirty Harry" star Eastwood's performance that was capturing the popular attention. The Twitter hashtag #eastwooding - mostly pictures of empty chairs - was also one of the top-trending topics on the microblogging site on Friday.

Paul Levinson, professor of media and communication studies at Fordham University and author of the book "New New Media," thought Eastwood's performance was "the biggest story by far from the convention, including Romney's speech."

"I don't think what happened with Eastwood will be decisive in the presidential election, but I think that forever and anon, when people think about this convention, they are going to think about this empty chair and this octogenarian actor rambling on," Levinson told Reuters.

The @InvisibleObama parody account garnered more than 25,000 followers by the end of Romney's speech, and by Friday afternoon it had some 55,000 followers.

Eastwood's address was also an instant hot topic on political blogs and on television following Romney's address.

'A HORRIBLE BLUNDER'

CNN's Wolf Blitzer called it embarrassing and "a horrible blunder" by the Republican .convention planners, while liberal-leaning MSNBC anchor Ed Schultz predicted that "tomorrow around the water cooler, it's all about Clint Eastwood. He's the big winner tonight."

Fox News Channel, which is popular with conservatives, lingered on TV images of Romney's and vice-presidential candidate Paul Ryan's many children and grandchildren playing happily with some of the tens of thousands of red, white and blue balloons released at the end of the evening.

But anchor Megyn Kelly also opined that "a lot of people will be talking about Clint Eastwood."

Marty Kaplan, professor of politics and pop culture at the University of Southern California's Annenberg School, said Republican planners were likely regretting they had invited Eastwood to speak.

"They're having to spend a huge portion of the time that ought to be a celebration of (Romney's) convention, and instead they're doing damage control. It's a distraction and I can't imagine they're happy about that," Kaplan told Reuters.

Perhaps fortunately for Romney, television audiences for Thursday were down sharply from the 2008 Republican convention, when little-known vice presidential candidate Sarah Palin captured the public imagination.

Romney's (and Eastwood's) speech across 11 TV networks on the final night of the convention drew in about eight million more viewers than tuned into the convention earlier in the week.

But the Republicans lost almost nine million TV viewers compared to the third night of the 2008 Republican gathering, with NBC down 56 percent and CNN losing 52 percent of their audience four years ago.

Total TV audiences for Wednesday night, when Ryan spoke, were 22 million - a 41 percent or 15 million drop from the equivalent night for the 2008 RNC when Palin made her entry onto the national stage.

The vast majority of viewers this year are aged 55 and over, according to Nielsen. Male-female breakdowns were not available but according to a CNN-Facebook social media partnership, more females were discussing the Republican convention than men in the last 24 hrs. In a world of political advertising, image control and political spin, the power of social media as exemplified by the Eastwood parodies was "a very healthy thing for democracy," Levinson said.

"You can't program social media. You can put up YouTube videos and set up Twitter accounts and Facebook pages but there is always something unpredictable that goes viral and that carries the day as to what the public takes away," he said.

Kaplan described Eastwood's appearance as "the juiciest thing" to come out of the convention. "When you use pop culture and Hollywood and those kind of figures, you're licking the razor, you're taking a risk, and politics, to some degree, is about controlling risk," he said.

Vote on your iPad? Technology could supplant Voter IDs at polls ...

New technology can make voting a very efficient matter, making it possible to verify a voter's identity at the poll even without a photo ID.? But the new electronic wizardry does little to eliminate problems some voters face in registering to vote in the first place.

Electronic poll books, which contain computer software that loads digital registration records, are used in at least 27 states and the District of Columbia. Poll books are emerging as an alternative to photo ID requirements to authenticate voters? identity, address and registration status, when they show up at polling places to vote.

Voting is the same, but signing in with electronic poll books is different. Poll workers check in voters using a faster computerized version of paper voter rolls. Upon arrival, voters give their names and addresses, or in some states, such as Iowa, they can choose to scan their photo IDs.

Is voting fraud a serious problem in American elections? Will new identification requirements at the polls disenfranchise prospective voters among minorities, college students or the elderly? Should ex-felons who've served their sentences be allowed to vote? Are voting machines reliable?

To report this series of articles, two dozen top student journalists from 11 universities are investigating the impact on American voters of recent changes in election laws and voting procedures in many of the 50 states.

Georgia and Maryland were the first to use electronic poll books statewide in 2005, said Merle King, executive director for the Center for Election Systems at Kennesaw State University in Georgia.

Poll books can be used to verify voters? identity at polling places, but voters can face the same obstacles securing official documents for the electronic books as they do in getting birth certificates, photo ID and related documents to register to vote.

Ken Kline, auditor for Cerro Gordo County, Iowa, is neutral about laws that require photo ID at the polls. But he said his Precinct Atlas, which is an electronic poll book, does a far better job of identifying a person than a poll worker glancing at a picture that might be outdated.

Minnesota Secretary of State Mark Ritchie and his bipartisan Election Integrity Task Force proposed using poll books to connect voter registration from the state elections division and cross-reference that database with photos from the state department of motor vehicles. This wouldn?t help people who lack driver?s licenses. In November, Minnesotans will decide whether to require photo ID at the polls.

From paper ballots to voting machines, the technology for elections has advanced, but has been behind the curve, said Doug Lewis, executive director of the Election Center. Now with electronic poll books, technology can verify who votes.

For the November elections, the majority of Americans? votes still will be cast on paper ballots and counted by optical or digital scanners. Disabled voters will cast ballots either with the aid of another person or on electronic machines designed to help them. In more than 30 states, voters will have some paper record of their vote, while voters in 11 states will cast votes with no paper at all, according to Verified Voting, a Carlsbad, Calif.-based nonprofit organization that tracks machine voting and advocates for verified paper trails.

Voting machines malfunction and have been known to fail to record votes, add or subtract votes to various candidates, or simply overheat.

Though these new technologies can help verify voters? identities and give added accessibility, no voting system to date has proved immune to problems.

Electronic poll books
Just as contacts are stored in a phone, an electronic poll book records voters on a searchable, digital list that lets poll workers retrieve and verify a voters? name, address, birth date and political party.

In Iowa, the computer system prints labels with voter information to place on a check-in sheet. Voters are handed the correct ballot based on their precincts and party affiliation. Poll workers can immediately fix or change any information in the database.

Kline said the poll book protects voting rights and election integrity by verifying the correct precinct, expediting voting and allowing voters to easily register or change political parties on Election Day.

He created the Precinct Atlas specifically for Iowa three years ago. The Iowa Secretary of State awarded $30,000 to develop the software, used by 55 percent of Iowa?s 1,700 voting precincts. Each poll book precinct has computers, printers and ID scanners. The initial technology and computer hardware costs about $1,500 to $3,000 for each precinct.

Larry Haake, registrar for Chesterfield County, Va., which includes part of Richmond, said poll books have cut down on waiting times in the county?s 73 precincts.

?Voters love it because they walk in, go to any line, get checked in quickly and are in and out. Poll workers say the same thing. You don?t get the lines backing up, you don?t have people grumbling.?

Poll books need Internet connection, and many rural precincts don't have wireless or dial-up Internet, said Riley Dirksen, who supervises information technology for Cerro Gordo County, where Iowa's Precinct Atlas was created.

The federal government regulates voting machines, but doesn?t have standards or testing procedures for electronic poll books because the devices neither capture nor count votes, said Kennesaw State's King. He sees this as a problem because poll books should be tested by someone other than the person who set up the poll book.

iPads used as ballot-marking devices
While electronic poll books run software that speeds up lines and verifies voters at polls, new hardware also helps make voting more accessible and transparent.

News21 is a program of the Carnegie Corporation of New York and the John S. and James L. Knight Foundation that is helping to change the way journalism is taught in the U.S. and train a new generation of journalists capable of reshaping the news industry. It is headquartered at the Walter Cronkite School of Journalism and Mass Communication at Arizona State University. Since 2006, nearly 500 top journalism students in the U.S. have participated in the landmark national initiative.

Oregon and Denver use iPads as ballots; Denver for seniors and voters who have disabilities and Oregon for the disabled. Oregon votes by mail statewide, but election officials provided iPads for voters who would benefit from them.

Both states use software from Everyone Counts, an election technology company that provides software to ensure secure elections and has conducted elections in Chicago, Honolulu, Colorado, Utah and West Virginia. Other states are looking to Oregon and Denver to see if they can implement the new method.

So far, iPads aren?t being used to verify a voter?s identity. Amber McReynolds, Denver's director of elections, said her agency tested a voter database on iPads, but based on screen size and usability, the agency preferred laptops or paper for poll books.

Disabled voters who live in Oregon?s 1st Congressional District used Apple-donated iPads first. More than 200 voters used the iPads for the November and January special election. The pilot program went so well, every county now has an iPad for future elections.

Once a voter indicates his or her choices, the ballot is printed, so there is paper proof of the vote. Oregon Secretary of State Kate Brown said her state was the first to use an iPad for elections.

The iPads meet the federal requirements for voters who have disabilities. Voters can enlarge text for easier reading, use headphones to listen to a computer voice read the ballot and in Oregon, voters with cerebral palsy can use their breathing to control the device.

?It?s a very adaptable tool,? Brown said. ?A couple of the citizens that I watched vote loved the iPad technology, even if they haven?t used a computer before. It?s so simple that kids can use it, babies can use it.?

The city and county of Denver followed. Clerk and Recorder Debra Johnson applied to the Colorado Secretary of State?s office for a $12,900 Help America Vote Act grant for seven iPads and printers to use at residential centers.

McReynolds said when she went to voting sites, she saw that once people got the hang of the delicate touch needed to operate the iPad, they voted easily and liked the technology.

Vonsella Scott, who lives at Denver?s Porter Place Retirement center, used an iPad for the first time when voting in the June primary.

?I have a little difficulty in writing, due to a stroke, and it just was easier for me,? said Scott, 84. ?It was enlarged if you needed it and explained very well.?

Not only are the iPads more portable, but they are cheaper than their large, clunky voting machine counterparts.

?An iPad, these are about $400 or $500. Whereas a voting machine could cost $4,000 or $5,000,? McReynolds said. ?There?s a significant difference in price and these can be utilized for other functions as well. It?s a step in the right direction to expand the use of technology in elections.?

Ballot TRACE
Another new technology, a tracking system for mail-in ballots can increase ballot security and calm voters? worries by texting or emailing voters the location of their ballot every step of the way.

An often-heard concern about mail voting is the uncertainty of the location of the voter?s ballot. Johnson, the Denver clerk and recorder, said she wants to make elections more transparent and says that can be done with new mail-voting technology launched in 2009: Ballot TRACE, which stands for Tracking, Reporting and Communication Engine.

?Our No. 1 call that we received in our call centers was ?Where?s my mail ballot?? or ?Did you get it?? or ?Is it coming?? or ?Has it been counted??? McReynolds said.

Using Denver software company i3logix and working with the U.S. Postal Service, the elections department offered voters a way to know where their vote is at all times ? from the first printing to when it?s counted.

On each ballot envelope is an intelligent mail barcode (IMB), that the post office can scan to register when the ballot is about to be sent to the voter or when it has returned.

Voters can sign up for the tracking service to notify them of their ballot?s location via text message or email. McReynolds said about 12,000 voters are currently signed up. They will automatically receive text messages about when their ballot will arrive, reminders to send it back and updates on when the vote is processed. That technology is available to people who have access to a computer or cell phone.

Denver is the only city with this type of automatic service, said Steve Olsen, executive vice president of i3logix. Oregon also offers a tracking service for voters, but they must log in on the secretary of state?s website.

The technology helps McReynolds' office stay accountable for the ballots, she said, because it lets her know if problems arise, such as if the post office hasn?t sent a stack of ballots to a certain ZIP code. She said the service can prevent errors, such as voters forgetting to sign ballots, the elections department needing to see an ID or undeliverable ballots.

Olsen said there have been few problems, and those get corrected quickly. ?Generally when problems do occur, it?s when the printer mixes up a barcode with a data file,? he said.

The cost is based first on a setup fee, and then processing registered voter data. Olsen said the service costs a nickel a voter.

?The same comments kept coming up ? voters don?t have any confidence in the mail, they feel like it?s being corrupted,? he said. ?It?s technology that?s been around, we just put them together.?

Turning chemistry inside-out: Self-assembling smart microscopic reagents to pioneer pourable electronics

ScienceDaily (Aug. 29, 2012) ? First place in an EU competitive call on "Unconventional Computing" was awarded to a collaborative proposal coordinated by Prof. John McCaskill from the RUB Faculty of Chemistry and Biochemistry. The project MICREAgents plans to build autonomous self-assembling electronic microreagents that are almost as small as cells. They will exchange chemical and electronic information to jointly direct complex chemical reactions and analyses in the solutions they are poured into. This is a form of embedded computation -- "to compute is to construct" -- in which, for example, the output is a particular catalyst or coating needed in the (input) local chemical environment.

The EU supports the project within the FP7 programme with 3.4 million Euros for three years. Four research groups at RUB will join forces with top teams across Europe, from Israel and New Zealand.

Self-assembling electronic agents

In order to create this programmable microscale electronic chemistry, MICREAgents (Microscopic Chemically Reactive Electronic Agents) will contain electronic circuits on 3D microchips, called lablets. The lablets have a diameter of less than 100 ?m and self-assemble in pairs or like dominos to enclose transient reaction compartments. They can selectively concentrate, process, and release chemicals into the surrounding solution, under local electronic control, in a similar way to which the genetic information in cells controls local chemical processes. The reversible pairwise association allows the lablets to transfer information from one to another.

Translating electronic signals into chemical processes

The lablet devices will integrate transistors, supercapacitors, energy transducers, sensors and actuators, and will translate electronic signals into constructive chemical processing as well as record the results of this processing. Instead of making chemical reactors to contain chemicals, the smart MICREAgents will be poured into chemical mixtures, to organize the chemistry from within. Ultimately, such microreactors, like cells in the bloodstream, will open up the possibility of controlling complex chemistry from the inside out.

Computation intertwined with construction

The self-assembling smart micro reactors can be programmed for molecular amplification and other chemical processing pathways that start from complex mixtures, concentrate and purify chemicals, perform reactions in programmed cascades, sense reaction completion, and transport and release products to defined locations. MICREAgents represent a novel form of computation intertwined with construction. By embracing self-assembly and evolution, they are a step towards a robust and evolvable realization of John von Neumann's universal construction machine vision. Although these nanoscale structures will soon be sufficiently complex to allow self-replication of their chemical and electronic information, they will not present a proliferative threat to the environment, because they depend for their function on the electronic circuit layer that is fabricated as part of their substrate.

RUB collaborators

For the project, Prof. Dr. John S. McCaskill (Microsystems Chemistry and Biological Information Technology) collaborates with Prof. Dr. G?nter von Kiedrowski (Bioorganic Chemistry), Prof. Dr. J?rgen Oehm (Analog Integrated Circuits) and Dr. Pierre Mayr (Integrated Digital Circuits). McCaskill's and von Kiedrowski's labs at RUB have already joined forces in previous European Projects forging a path towards artificial cells. The ECCell project, for example, that finished in February this year, has laid the foundation for an electronic chemical cell. There, the electronics and microfluidics were exterior to the chemistry: in MICREAgents this is being turned inside out.

Google Chief Executive Larry Page and Apple CEO Tim Cook have been conducting behind-the-scenes talks about a range of intellectual property matters, including the mobile patent disputes between the companies, people familiar with the matter said.

The two executives had a phone conversation last week, the sources said. Discussions involving lower-level officials of the two companies are also ongoing.

Page and Cook are expected to talk again in the coming weeks, though no firm date has been set, the sources said on Thursday. One of the sources told Reuters that a meeting had been scheduled for this Friday, but had been delayed for reasons that were unclear.

The two companies are keeping lines of communication open at a high level against the backdrop of Apple's legal victory in a patent infringement case against Samsung, which uses Google's Android software.

Last Friday, a jury awarded Apple US$1.05 billion in damages and set the stage for a possible ban on sales of some Samsung products in a case that has been widely viewed as a "proxy war" between Apple and Google.

One possible scenario under consideration could be a truce involving disputes over basic features and functions in Google's Android mobile software, one source said. But it was unclear whether Page and Cook were discussing a broad settlement of the various disputes between the two companies, most of which involve the burgeoning mobile computing area, or are focused on a more limited set of issues.

Competition between Google and Apple has heated up in recent years with the shift from PCs to mobile devices. Google's Android software, which Apple's late founder Steve Jobs denounced as a "stolen product," has become the world's No.1 smartphone operating system. The popularity of the software has been in tandem with patent infringement lawsuits involving various hardware vendors who use it, including Samsung and HTC.

The latest complaint was filed by Motorola Mobility, now a unit of Google, against Apple at the US International Trade Commission claiming some features of Apple's devices infringe on its patents. A previous lawsuit between the two in a Chicago court was thrown out by a federal judge, who said neither side could prove damages.

Apple in recent months has moved to lessen its reliance on Google's products. Apple recently unveiled its own mobile mapping software, replacing the Google product used in the iPhone, and said it would no longer offer Google's YouTube as a pre-loaded app in future versions of its iPhone.

Cook took the helm at Apple a year ago, and Page stepped into the top job at Google a few months before that.

The conversation between Page and Cook last week did not result in any formal agreement, but the two executives agreed to continue talking, according to one source.

Google's Larry Page, who sat out several public speaking engagements earlier this summer because of an unspecified medical condition affecting his voice, has continued to run Google's business.

Apple and Google declined to comment on any discussions.

Our office had a recent conversation with an Attorney from the State?s WC Department (Dept. of Industrial Accidents) regarding Worker?s Compensation. They said that there is a real problem with small Roofers claiming exemption via the Sole Proprietor declaration and bringing in people to help with the roof as ?Independent Contractors?.

According to the State, that is illegal. These are not ?Iindependent Contractors? but are viewed as employees, as defined by their office. Either that Sole Proprietor is doing all the work by himself on the roof; i.e. solo/alone/no helper/etc., or he has employees and must provide Workers Compensation Insurance. The attorney said that there is no such thing as a Sole Proprietor Roofing Contractor!

Why should we care? Because we could be liable! Be careful accepting someone?s signature on the affidavit as exempting us from liability, especially if have knowledge or should have had knowledge to the contrary. If someone falls and gets hurt, the attorneys will be combing our department to see what we know. Could we be held negligible? Perhaps.

These injuries result in lawsuits and that means men is suits firing wildly in all directions ? don?t get caught in the crossfire.

Here in Middleton, we recently pulled a permit from a guy, under the guise of false statements on the permit, were he had claimed Sole Proprietor but had several guys working for him. He had been verbally warned, after the conversation with the State.

As of now, we hear the Owner is planning on pulling the permit and proceeding, but I caution you there as well. read the fine print to Item #3 of the WC affidavit ? it says that if a Homeowner pulls the permit and does not do the work themselves, but hires someone they need to refile and provide WC proof, likely as item #4 GC.

Bottom line, anyone on a roof for hire should be protected by Worker?s Compensation Insurance. Don?t expose yourself to liability to anyone ? your job is not is more important to you than that.

Sheriff: Drunk causes death of 70,000 chickens

A man wandering around a Delmar, Md., poultry farm in a drunken stupor turned off the power to three chicken houses, causing the deaths of nearly 70,000 chickens, sheriff?s officials said.

The property owner who made the grisly discovery found the man, identified as Joshua D. Shelton, 21, of Delmar, Md., passed out on the floor of the power control shed, wearing only a T-shirt and boxer shorts.

?This subject was also lying in a pool of his own urine. A strong odor of alcohol was also coming from the subject,? Wicomico County sheriff?s Lt. Tim Robinson said in a press release.


The investigating deputy awakened the man.

?Shelton advised the last thing he remembered was being on the property after a nearby concert but did not know how he ended up in the shed. The deputy surmised that in his intoxicated state, Shelton turned off the circuit breakers that controlled the electricity to the chicken houses,? Robinson said.

Shelton was arrested and booked into jail on charges of second-degree burglary, trespass and malicious destruction of property.

The property owner discovered the dead chickens on Saturday morning. He told investigators that without power, the chickens will begin to die within 15 minutes.?The birds, which were due to be delivered to a local processing plant the following day, were valued at $20,000.

Allen Farms, which was going to process the birds, estimated its loss at another $220,000, said sheriff's Chief Deputy Gary Baker.

Shelton had been at the owner's property the previous evening with a group of people that included the owner?s daughter, Baker said.

?The daughter thought he left but instead he wandered into the shed where all the power controls and breakers were and turned it off,? Baker told NBC News on Tuesday.

"Quite frankly, he was probably in a condition where he really didn?t know what he was doing.?

"The theory is that he may have been in there looking for a light switch," Robinson told DelmarvaNow.com.

Baker said he?s heard of flocks of chickens dying due natural occurrences such as to drought and heat waves, "but never anything like this manmade that we can remember.?

Bill Satterfield, executive director of Delmarva Poultry Industry Inc., a local trade group, said he was surprised by news of the poultry caper.

"I have never heard of a drunkard going in and killing chickens," he told DelmarvaNow.com. "This is a new one on me, and it's unfortunate that it occurred."

US bank earnings rose 21 percent in 2Q, lending up

WASHINGTON (AP) ? U.S. bank earnings rose 21 percent in the April-June quarter and lending to consumers increased, adding to evidence that the industry is strengthening four years after the financial crisis.

The Federal Deposit Insurance Corp. said Tuesday that the banking industry earned $34.5 billion in the second quarter, up from $28.5 billion in the second quarter of 2011.

About 63 percent of U.S. banks reported improved earnings as they were able to set aside less for losses on loans. And the number of troubled banks fell for the fifth straight quarter.

Banks became less cautious about lending. Bank loans to consumers increased in most categories, including credit card loans and home mortgages, reversing a first-quarter decline.

"The industry continues to recover at a gradual but steady pace," FDIC Chairman Martin Gruenberg said at a news conference.

Still, the gains in revenue remain "sluggish," Gruenberg said. Total revenue increased only $1.3 billion ? a slim 0.8 percent ? in the second quarter from a year earlier.

Gruenberg said that the industry's bottom line was affected by JPMorgan Chase & Co.'s nearly $6 billion in trading losses revealed recently from a soured bet in its London operation. "It certainly impacted the results, and without that I think it would have been a stronger picture," he said.

JPMorgan reported second-quarter net income of $5 billion, or $1.21 per share, down from $5.4 billion, or $1.27 per share, a year earlier.

Banks with assets exceeding $10 billion drove the bulk of the earnings growth in the April-June period. While they make up just 1.5 percent of U.S. banks, they accounted for about 77 percent of the earnings.

Those banks include Bank of America Corp., Citigroup Inc., JPMorgan and Wells Fargo & Co. Most of them have recovered with help from federal bailout money and record-low borrowing rates.

The number of banks on the FDIC's confidential "problem" list fell in the second quarter to 732, or around 10 percent of all federally insured banks. That compares with 772 troubled banks in the first quarter.

So far this year, 40 banks have failed. That's far below the 92 banks that shuttered last year and the 157 that closed in 2010 ? the most for one year since the height of the savings and loan crisis in 1992.

In the second quarter, fewer bank failures allowed the insurance fund to strengthen. The fund, which turned from deficit to positive in the second quarter of 2011, had a $22.7 billion balance as of June 30, according to the FDIC. That compares with $15.3 billion at the end of March.

The FDIC is backed by the government, and its deposits are guaranteed up to $250,000 per account. Apart from its deposit insurance fund, the agency also has tens of billions in loss reserves.

Spoiler alert: The scene was a key moment during Sunday?s episode, when Walter White (Bryan Cranston) essentially passed the torch to new prot?g? Todd (Jesse Plemons) in an all-night cook. The double-time, kick-in-the-step vocal styling of singer?Micky Dolenz?served as the soundtrack, and an unlikely one at that ??yet, strangely, it worked.

While the long-haired, beads-wearing and paisley-sporting Monkees were no strangers to an affiliation with psychedelics and marijuana (?I smoked my fair share,? Dolenz readily admits), the group?s co-founder insists creative endeavors like their 1968 movie "Head," written by?Bob Rafelson?and?Jack Nicholson, had a greater purpose than simply being an accompaniment to mind-altering drugs. ? 'Head'?was more about the deconstruction of the Hollywood big movie studio monopoly, using the Monkees metaphorically for attacking that system,? he says. ?It had more to do with the cerebral element.? That and leaving the door open for a second movie, so that the makers could say ?from the producers who gave you 'Head.' ?

For those of you who may need a last minute hurricane checklist, below is the suggested supply list created by the United States Coast Guard. It can also be viewed at http://www.uscg.mil/d7/d7dx/4%20Supply%20Kits%202008.pdf. This supply list includes just about anything you may need during the storm.

Suggested Hurricane Supply List

To prepare for the unknown, each home should have a 72-hour Disaster Survival Kit. You will need to pack some essential items to help you and your family survive, whether you stay at home or leave it during a disaster. Ensure at least three days (72 hours) supply for each person. Do not forget pets where applicable! The following is a minimum suggested list of Survival Kit supplies:

Drinking Water:?

  • One gallon per person/per day in unbreakable containers,?? Avoid using containers that will decompose or break,l such as milk cartons or glass bottles.? A normally active person needs to drink at least two quarts of water each day.? Hot environments and intense physical activity can double that amount.? Children, nursing mothers, and ill people will need more.
  • Don?t forget to add additional water for mixing formula if you have children and for your pets.? Rotate the drinking water each year.
  • Food preparation and sanitation require another two quarts (minimum) per person daily.
  • Purchased bottled water that has been sealed is best for storage.? It meets FDA guidelines for food and is not as vulnerable to temperature changes as unsealed water
  • Tip:? Purchase water this year and use it for drinking next year.? This allows for rotation on an annual basis and keeps the water fresh. Yes water can go bad!

Water for sanitation use:

  • Store extra containers of water to be used for flushing toilets, cleaning, and bathing.
  • Purchase water purification tablets (Halazone) to be used if you still have running water but are told to boil water before using it.? This allows you to fill the bathtub and other containers without purchasing expensive drinking water.
  • Tip:? Keep plastic containers (milk jugs and other containers) and fill them with water when a storm threatens.? You can put these items in the freezer to keep food cold longer in the event that the electricity goes out.

Non-perishable Food:?

  • Maintain at least 3-7 days of food for each member of the family.
  • Small, preferably single serving cans (should not require cooking or refrigeration). Dried fruit, peanut butter and jelly, coffee, tea, soft drinks and pet foods.
  • Ready-to-eat canned meats, fruits and vegetables.
  • Canned juices, milk, soup (if powdered, store extra water).
  • Staples ? sugar, salt, pepper in water proof containers.
  • High energy foods like crackers, granola bars, trail mix.
  • Raw vegetables that do not need refrigeration. ? Fresh bread.
  • Comfort/stress foods ? cookies, hard candy, sweetened cereals, lollipops, instant coffee, tea bags.
  • Sterno for cooking.
  • Vitamins
  • Food for infants
  • Paper cups, plates, and plastic utensils
  • Non-electric can opener
  • Aluminum foil
  • Plastic storage containers
  • Lots of ice (you can freeze your water supply)
  • Pedialyte (to restore hydration if needed)
  • Tip:? Purchase only items that you like to eat and would eat even without a storm.? Rotate these items by using them Dec-May each year and purchasing new items Jan-May.? This allows you to reduce the cost of buying items for a hurricane kit at one time and keeps the items fresh.? Yes even canned goods have a shelf life!

Baby Needs:?

  • Special foods (enough for several days); Formula (enough for several days); Extra diapers; Medicines (get a copy of prescription); Blankets; Diaper Rash Ointment; ?Baby Wipes; Powder; Bottles; Pacifier; ?Favorite toy/blanket; Medicine dropper; Diaper-rash ointment

Sanitation:

  • Toilet paper, towelettes, soap, baby wipes, liquid hand sanitzer; Liquid detergent; Feminine supplies; Personal hygiene items (toothpaste, deodorant, shampoo etc.); Plastic garbage bags, ties (for personal sanitation uses); Plastic bucket with tight lid; Household chlorine bleach, disinfectant;? Plenty of absorbent towels

First Aid Kit:

  • Assemble a first aid kit for your home and one for each car; Adhesive bandages various sizes ? Sterile gauze pads (various sizes); Germicidal hand wipes or waterless alcohol-based hand sanitizer; Non-latex gloves ? Adhesive tape ? Anti-bacterial ointment ? Antiseptic spray; Cold packs (non refrigerated type) ? Scissors ? Tweezers ? Rubbing alcohol; CPR breathing barrier, such as a face shield ? Thermometer, Safety pins; Non-Prescription Drugs; Aspirin or nonaspirin pain reliever, Benadryl, peroxide; Anti-diarrhea medication, Antacid (for stomach upset); Syrup of Ipecac (use to induce vomiting if advised by the Poison Control Center); Laxative; Activated charcoal (use if advised by the Poison Control Center); Prescription Drugs; Heart and high blood pressure medication; Insulin (enough for a 30 day supply); Hearing Aid and extra batteries; Prescription drugs; Denture needs; Contact lenses and supplies; Extra eye glasses
  • Tip:? If your insurance will allow, get a 90 day supply of prescriptions and have at least a 30 day supply on hand. Don?t wait until a couple of days before a storm to go to the pharmacy for refills. You may not get your prescription refilled very quickly; the lines are long and they run out of supplies.

Clothing and Bedding:

Include at least one complete change of clothing and footwear per person.

  • Sturdy shoes or work boots; Towels; Rain gear; Blankets or sleeping bags; Pillows; Hat and gloves; Sunglasses; Tent ; Lawn chairs; Entertainment; Games; Books; Cards; Extra batteries for games; Coloring books, crayons; Miscellaneous; Wind-up or battery-operated clock ; Paper, pencil; Needles, thread; Camping utensils; Map of the area (for locating shelters) and returning to the area; Cash or traveler?s check; Emergency preparedness manual; Citronella candles
  • Tip:? Have enough cash to sustain you through a 2 week period.? Without electricity, most businesses (if open) will not accept credit cards and may not accept traveler?s checks.

Tools and Supplies:

  • Masking and/or duct; tape; Handsaw; Razor knife; Ax or chain saw; Nails and screws?? Ladder; Portable generator; Wheelbarrow; Bucket/mop, broom; Fire extinguisher; Hammer; Screwdriverl Pliers/wrenches; Rope caulk; All purpose cleaner; Sandbags; Shovel, rake; Plywood; Plastic sheet/drop; cloth; Bleach; Tarps to cover roof? Portable a/c unit; BBQ grill; Extra filled propane; tanks; Utility knife; Fire extinguisher:? small; canister ABC type; Compass Tape, duct tape; Signal flare; Battery operated radio with extra batteries; Bug repellant; Sun screen; (2-3) Flashlights with extra batteries and bulbs; Matches in a waterproof container; ?Shut-off wrench to turn off household gas and water; Whistle

Not evacuating and staying home?

  • Ensure you have enough food, water, medications, and other supplies in your survival kit to last at least 2 weeks.
  • Turn refrigerator to coldest setting and keep closed.
  • Turn off propane tanks.
  • Unplug small appliances.
  • Fill bathtub and other containers with water for cleaning and flushing.? Additional water is stored for drinking.
  • Cover all windows and other openings with hardened protections.? If you do not have manufactured shutters, cut plywood and secure to protect the windows.
  • Close all interior doors and brace outer doors.
  • Select an interior room to use as a safe room.
  • Plan as though you were evacuating and have enough cash on hand to sustain purchasing of gas, food, and other supplies in the days following the storm.
  • If you have a generator, ensure you have enough gas on hand to sustain usage for several days.
  • Ensure you have sufficient medications in case you are confined to your home for several days.? Post-storm there may not be any electricity and pharmacies will probably closed even with a minor storm.
  • Plan to cook on a camp stove or grill in the days immediately after the storm passes.

This system consists of a supply line where water comes from, a drain or waste line where water exits, and a vent where waste is maintained and sewer gases are eliminated. Each system works with the others to deliver water to your home, properly dispose of it, and control sewer gases for your safety.

There are many things that can go wrong with plumbing, from simple fixes to large messes. Clogs and leaks are common problems that can range from minor to serious- it just depends. The extent of the clog, area of the leak, and other factors influence the severity of these types of plumbing problems. Remember to contact a professional plumber in emergency situations and to handle repairs, big or small.

Common Plumbing Problems, Typical Causes, and Solutions

* Clogged Toilet

When your toilet clogs, chances are something is stuck in the trap through which waste exits. In most cases, plunging the toilet will help to clear the clog. Otherwise, using a toilet auger can help to reach further into the toilet trap to release the clog, but it must be done carefully to avoid any damage. For more serious clogs, a plumber can work his magic to clear them and will do so with necessary care.

There are several areas from which a toilet can leak: the supply tube; the fill valve; mounting bolts within the tank; the tank-to-bowl valve; and the at base of the toilet bowl.
