TOKYO (AP) ? The Japanese government withheld information about the full danger of last year's nuclear disaster from its own people and from the United States, putting U.S.-Japan relations at risk in the first days after the accident, according to an independent report released Tuesday.
The report, compiled from interviews with more than 300 people, delivers a scathing view of how leaders played down the risks of the meltdowns at the Fukushima Dai-ichi nuclear plant that followed a massive March 11 earthquake and tsunami.
The report by the private Rebuild Japan Initiative Foundation also paints a picture of confusion during the days immediately after the accident. It says the U.S. government was frustrated by the scattered information provided by Japan and was skeptical whether it was true.
The U.S. advised Americans to leave an area within 50 miles (80 kilometers) of the plant, far bigger than the 12-mile (20-kilometer) Japanese evacuation area, because of concerns that the accident was worse than Japan was reporting.
The misunderstandings were gradually cleared up after a bilateral committee was set up on March 22 and began regular meetings, according to the 400-page report.
The report, compiled by scholars, lawyers and other experts, credits then-Prime Minister Naoto Kan for ordering Tokyo Electric Power Co., the utility running the plant, not to withdraw its staff and to keep fighting to bring it under control.
TEPCO's president at the time, Masataka Shimizu, called Kan on March 15 and said he wanted to abandon the plant and have all 600 TEPCO staff flee, the report said. That would have allowed the situation to spiral out of control, resulting in a much larger release of radiation.
A group of about 50 workers was eventually able to bring the plant under control.
TEPCO, which declined to take part in the investigation, has denied it planned to abandon Fukushima Dai-ichi. The report notes the denial, but says Kan and other officials had the clear understanding that TEPCO had asked to leave.
But the report criticizes Kan for attempting to micromanage the disaster and for not releasing critical information on radiation leaks, thereby creating widespread distrust of the authorities among Japanese.
Kan's office did not immediately respond to requests for comment on the report.
Kan acknowledged in a recent interview with The Associated Press that the release of information was sometimes slow and at times wrong. He blamed a lack of reliable data at the time and denied the government hid such information from the public.
It will take decades to fully decommission Fukushima Dai-ichi. Although one of the damaged reactor buildings has been repaired, others remain in shambles. A group of journalists, including a reporter from The Associated Press, were given a tour of the plant on Tuesday.
Workers have used tape to mend cracks caused by freezing weather in plastic hoses on temporary equipment installed to cool the hobbled reactors.
"I have to acknowledge that they are still rather fragile," plant chief Takeshi Takahashi said of the safety measures.
The area is still contaminated with radiation, complicating the work. It already has involved hundreds of thousands of workers, who have to quit when they reach the maximum allowed radiation exposure of 100 millisieverts a year.
The report includes a document describing a worst-case scenario that Kan and the chief of the Japan Atomic Energy Commission secretly discussed two weeks after the disaster.
That scenario involved the possibility of more nuclear fuel rods burning, causing the release of more radiation and requiring the evacuation of a much wider region, including Tokyo.
The report also concludes that government oversight of nuclear plant safety had been inadequate, ignoring the risk of tsunami and the need for plant design renovations, and instead clinging to a "myth of safety."
"The idea of upgrading a plant was taboo," said Koichi Kitazawa, a scholar who heads the commission that prepared the report. "We were just lucky that Japan was able to avoid the worst-case scenario. But there is no guarantee this kind of luck will prevail next time."

CHICAGO - Landon Donovan will miss the United States' game against Italy after being forced to withdraw Sunday due to illness, meaning he will miss the chance to play together with Clint Dempsey for the first time since Jurgen Klinsmann was hired as coach last summer.
Jermaine Jones also had to pull out of US practice ahead of Wednesday's game at Genoa because of a strained right calf. Timmy Chandler and Jose Torres also had to be left off due to strained hamstrings, and further changes could be made Monday, US Soccer said.
Sasha Kljestan and Brek Shea were added to the roster. Shea had been with the Under-23 team, which is set to play Mexico on Wednesday.

So you?ve decided to add public relations to your marketing mix. Or, you?re considering it. Either way, fantastic!? Congratulations on making (or, getting ready to make) a very smart business decision.
Public relations helps build brands, generate awareness and visibility, and drive bottom line results. However, simply realizing you need and want public relations doesn?t make developing and executing the right plan any less intimidating or overwhelming. PR is not for the faint of heart. Nor is it for the lazy.
Most times, upon answering questions about what they do for a living, PR professionals are the proud recipients of responses such as, ?Oh, that?s nice. So, you write press releases.?
?Among a gazillion other things,? the PR professional thinks without verbally offering anything other than, ?Yes, that?s definitely part of my job,? while mustering a polite smile.
Public relations is about much more than just press releases. Basically, PR is a tool kit. The. Ultimate. Tool kit.? Its tools are called tactics. Like a drill and a screwdriver, some tactics are used together. Other times, the only one you need is a hammer. It depends upon the project, how it needs to be structured, and what it needs to accomplish.
Whether you want to build, repair, or maintain your business, PR can help. But, how do you choose the right tools for the job?
First, you need to answer a few questions.
Who is your target audience? Identify key audience segments as well as their age ranges and geographic locations (local, regional, national, global).
What do you want to tell these people?? Indicate whether you are selling a product/service, raising money for charity, working to change perceptions, educate the public, or simply get noticed.
What media (traditional, online, and social) deliver news and information to your audience?? What newspapers, magazines, blogs do they read?? What television programs do they watch?
Next, you need to know your options.? Public relations tactics, or tools in the tool kit, include (but are definitely not limited to):
- Traditional media relations
- Online media relations
- Social media relations
- Byline articles
- Op Ed pieces
- Letters to the editor
- Blogging
- Trend pitches
- Community relations
- Events
Finally, you need to understand how each tool works.
Media Relations ? Whether traditional, online, or social, media relations involves the development of a media list inclusive of the most appropriate editors, producers, reporters, Facebook pages, and Twitter handles for your organization?s interactions followed by thoughtful and timely communication/engagement with those on the media list. Successful media relations initiatives can elevate a brand via expert spokesperson placement, feature articles, and prominent social media presence.
Byline Articles ? Often ghostwritten, byline articles appear in magazines and newspapers and tend to fit topically/thematically with content dictated by a publication?s editorial calendar.
Op Ed Pieces/Letters to the Editor ? When a brand, business, or organization has a position or opinion to communicate about a particular subject/issue, it is often wise to craft and submit for publication an op ed article or letter to the editor.
Blogging/Vlogging ? If a brand can make a commitment to posting a new blog and/or video at least once per week, this tactic can prove extremely successful in helping the brand gain traction online by driving web site traffic and building social media buzz.
Trend pitches ? Most businesses live and breathe trends, whether setting them or contributing to them. Organizational leaders are automatically experts on those trends and can distinguish their brands by highlighting existing trends in new ways and predicting and introducing future trends.
Community relations ? Some of the strongest and most valuable relationships a brand can establish and maintain are those with the communities in which its offices, retail locations, etc. are based. Whether through college scholarship programs or regular donations to local charities or other programs, brands can build reputations as good citizens by giving back to their communities. These good works can and should be publicized.
Events ? From press conferences and media tours to fundraisers and community activities that include local celebrities, events of any size can reinforce brand awareness and identity through experiential relationships with various audience segments.
In most cases, the volume of the messages brands communicate is ultimately controlled by two things: budget and resources. Fortunately, public relations tactics can, and most often do, effectively maximize dollars for the greatest possible impact.? Dedicating resources, either internally or externally (or both) is paramount, provided those assigned to development and implementation of PR programs are capable of multi-tasking and meeting deadlines, but are not expected to multi-job (e.g., juggle PR, administrative, and financial duties).
Truth be told, most businesses and organizations can stand to benefit from utilizing a carefully mapped out strategic combination of nearly all the aforementioned PR tactics. The more tools plucked from the kit and successfully manipulated to work in concert with one another and speak to target audiences, the louder and more penetrable the messages and the greater their overall impact.

Does depression contribute to the aging process?
ScienceDaily (Feb. 21, 2012) ? Stress has numerous detrimental effects on the human body. Many of these effects are acutely felt by the sufferer, but many more go 'unseen', one of which is shortening of telomere length.
Telomeres are protective caps on the ends of chromosomes and are indicators of aging, as they naturally shorten over time. However, telomeres are also highly susceptible to stress and depression, both of which have repeatedly been linked with premature telomere shortening.
The human stress response is regulated by the hypothalamic-pituitary-adrenal axis, or HPA axis. This axis controls the body's levels of cortisol, the primary stress hormone, and it generally does not function normally in individuals with depression- and stress-related illnesses.
Scientists of a new study published this week in Biological Psychiatry sought to bring all this prior work together by studying the relationships between telomere length, stress, and depression.
They did so by measuring telomere length in patients with major depressive disorder and in healthy individuals. They also measured stress, both biologically, by measuring cortisol levels, and subjectively, through a questionnaire.
They found that telomere length was shorter in the depressed patients, which confirmed prior findings. Importantly, they also discovered that shorter telomere length was associated with a low cortisol state in both the depressed and healthy groups.
First author Dr. Mikael Wikgren further explained, "Our findings suggest that stress plays an important role in depression, as telomere length was especially shortened in patients exhibiting an overly sensitive HPA axis. This HPA axis response is something which has been linked to chronic stress and with poor ability to cope with stress."
"The link between stress and telomere shortening is growing stronger. The current findings suggest that cortisol levels may be a contributor to this process, but it is not yet clear whether telomere length has significance beyond that of a biomarker," commented Dr. John Krystal, editor of Biological Psychiatry.
Future studies will be needed to determine whether normalizing telomere length is an important component of the treatment process.
