'First bionic eye' retinal chip for blind

June 29, 2013 ? University Hospitals (UH) Eye Institute will be one of the first medical centers in the United States to offer the Argus? II Retinal Prosthesis System ("Argus II").

The Argus II is the first and only "bionic eye" to be approved in countries throughout the world, including the U.S. It is used to treat patients with late stage retinitis pigmentosa (RP). Argus II was developed by Second Sight Medical Products, Inc., located near Los Angeles.

In preparation for the launch of Argus II later this year, implanting centers, including UH, will soon begin to accept consultations for patients with RP. UH is one of a select number of medical centers in 12 major markets in the nation, and the only one in Cleveland and the state of Ohio, chosen by Second Sight to offer the Argus II, which received FDA approval earlier this year.

Argus II works by converting video images captured by a miniature camera, housed in the patient's glasses, into a series of small electrical pulses that are transmitted wirelessly to an array of electrodes on the surface of the retina. These pulses are intended to stimulate the retina's remaining cells resulting in the corresponding perception of patterns of light in the brain. Patients then learn to interpret these visual patterns thereby regaining some visual function.

"This is a remarkable breakthrough," said Suber S. Huang, MD, MBA, Director, UH Eye Institute's Center for Retina and Macular Disease, who also served as the Independent Medical Safety Monitor for clinical trials of the system and gave the summary closing to the FDA Ophthalmic devices panel.

"The system offers a profound benefit for people who are blind from RP and who currently have no therapy available to them. Argus II allows patients to reclaim their independence and improve their lives."

RP is a rare inherited, degenerative eye disease that often results in profound vision loss to the level of bare light perception or no light perception. It affects nearly 100,000 Americans. Noted Cleveland businessman and professional sports owner Gordon Gund is blind from this disease.

"We are thrilled that several of the nation's top hospitals will be the first to offer Argus II to patients in the U.S.," said Brian Mech, Vice President of Business Development, Second Sight. "After an intensive and difficult selection process, these sites were chosen for their cutting-edge approach to medicine and unparalleled commitment to patient care. We are confident that RP patients seeking treatment at these centers will benefit greatly from the best-in-class services these sites provide."

Argus II had more than 20 years of work in the field, three clinical trials, more than $100 million in public investment by the National Eye Institute, the Department of Energy, and the National Science Foundation, and an additional $100 million in private investment.

Japan PM Abe hops and flips in voter-wooing game app

TOKYO (Reuters) - It's a bird, it's a plane ... It's a cartoon version of Japanese Prime Minister Shinzo Abe, hopping and somersaulting his way through the sky in a smartphone game app his party hopes will lure young voters ahead of a July 21 election.

A growing number of Japanese politicians are venturing into the cyber world after a legal change allowed the use of social media in campaigns, setting up Facebook pages and twitter accounts to woo voters before a July upper house election.

But the app, which has the imprimatur of Abe's Liberal Democratic Party (LDP), goes further in its effort to court tech-savvy youngsters, who tend to be apathetic about politics and put off by traditional campaigns featuring white-gloved politicians blaring their names and slogans over loudspeakers.

"There were worries that some young people thought the LDP was distant, that we lacked intimacy ... that they didn't know anything about us," Takuya Hirai, a lawmaker and head of the LDP's internet strategy team, told Reuters.

"We're hoping the game will get people interested in politics in a way they never were before," Hirai said.

In the game, called "Abe Pyon" - "Abe Hops" - using a cutesy word most often applied to rabbits - a business suit-clad Abe avatar bounds high into the clouds via floating platforms. Missing a platform causes him to plunge to his "death".

As he soars higher, players rack up points, gaining access to facts about Abe and information about the LDP. High scores also allow the avatar to change clothes, whisking him from his grey suit and into jeans or gym wear.

The ultimate prize is a bouncing Abe in a superhero cape.

Abe's app is a rare venture for a world leader. Tech-savvy U.S. President Barack Obama featured in a superhero game in 2009, but it wasn't officially endorsed.

Some voters said they felt fonder of Abe after playing.

"It really gets you thinking about politics. It makes me think I should vote for him," said Emi Yamada, a 22-year-old student.

Others were skeptical. "I reckon it's just a bit of fun and nothing more," said Mizuki Kimura.

Abe, an avid Facebook user who rebounded to power for a rare second term in December after his party's big win, is widely tipped to lead the ruling bloc to victory in the election.

Google developing its own video game console, says report

Video games

Google is reportedly developing an Android-powered video game console, according to the Wall Street Journal.

Google

Google is reportedly developing an Android-powered video game console, according to the Wall Street Journal.

The first round of third-party Android-powered video game consoles is now arriving, yet Google ? godfather of the Android OS ? may be at work on its own gaming device.

That's according to the Wall Street Journal, which reported on Thursday afternoon that the Mountain View, Calif.-based tech giant is developing gaming hardware as a preemptive move against looming competition from its rival Apple. No, not Sony or Nintendo or Microsoft, but Apple, which has been subject to a seemingly endless torrent of rumors surrounding a possible gaming console or at least gaming functionality built into a TV or set-top box.

Thing is, there's already been a proliferation of Android-fueled gaming consoles in recent months, all of which are trying to bill themselves as leaner and faster alternatives to the big three home entertainment console manufacturers' new wares. This week alone saw the launch of the Kickstarter darling OUYA, while Nvidia announced a delay of the Shield, a much-anticipated high-end mobile console. Earlier this month at the Electronic Entertainment Expo (E3) in Los Angeles, the gaming peripheral company MadCatz announced an Android-powered "micro-console" known as the "M.O.J.O.," and that's not even to mention the other Kickstarter star, the GameStick, which amassed six times its fundraising goal in February.

So what does Google have to gain amidst the glut of upstart gaming consoles that it has helped foster, however inadvertently? As the WSJ mentioned, the prospect of competition from Apple is likely a deciding factor. But the company could also be trying to gain a foothold amid the clutter of Android-powered competition as it did for smartphones with the acquisition of Motorola in 2012 ?except without the added pressure of footing a $12.5 billion bill in the process.

In addition to the news about a new gaming console, the Wall Street Journal also reported that Google is working on an Android-powered watch (another rival to a rumored Apple device) and a new version of the Nexus Q media streaming device. While the report didn't say which one, the Journal claimed that Google is planning to release at least one of these products this fall.

A representative from Google was not immediately available for comment on this story.

DC picks rock club owner to run Lincoln Theatre

WASHINGTON (AP) ? The owner of a well-known D.C. rock club will soon begin operating the city's historic Lincoln Theatre where Duke Ellington and Ella Fitzgerald once performed.

Mayor Vincent Gray announced Thursday that the entertainment group I.M.P was selected as the winning bidder to operate the theater in the city's U Street neighborhood beginning in September. The city says I.M.P brings a proven track record. It currently operates the 9:30 Club and Merriweather Post Pavilion in Columbia, Md.

In a statement, Seth Hurwitz of I.M.P says it's an honor to be entrusted with bringing new life to an old theater. He says many shows that don't fit in the 9:30 Club will have a place at the Lincoln.

In late 2011, the theater was threatened with closure after the city cut off subsidies and began seeking new management.

'Lola' tops 204 mph, breaking electric vehicle land speed record

Drayson Racing team members celebrate their land speed record.

Drayson Racing/The Detroit Bureau

Drayson Racing team members celebrate their land speed record.

With all the emphasis on electric propulsion these days, it might seem hard to believe that it?s been 39 years since General Electric ? yes, GE ? set the FIA World Electric Land Speed Record. But that achievement has finally been bested by a sleek, Le Mans Prototype dubbed ?Lola.?

On an RAF airbase in Yorkshire, England, an 850-horsepower battery-electric built by Drayson Racing hit a top speed of 204.185 miles per hour during a pair of runs down a 3-kilometer (nearly 2-mile) track. That was a full 29 mph faster than the 175 mph record set way back in 1974 by the Battery Box General Electric.

?I?m delighted we?ve beaten the record tonight and can show the world EVs can be fast and reliable,? said Lord Paul Drayson, whose firm built the 2,200 battery, and who personally piloted it during the record run. ?It is not the outright speed of 204.185 mph that is most impressive about this record, but the engineering challenge of accelerating a 1000 kilogram electric vehicle on a short runway over a measured mile.?

Officially known as the Drayson B12 69/EV the enclosed racer used ultra-light carbon fiber for its chassis and body to compensate for the heft of a 30 kilowatt-hour battery pack. It also relied on custom-designed Michelin LM P1 tires.

Though most folks likely associate electric propulsion with ? but slow ? vehicles like the Nissan Leaf or Chevrolet Volt, the reality is that battery power can also deliver some impressive performance as an electric motor yields maximum torque the moment it starts spinning.

Drayson?s Lola can launch from 0 to 60 in less than 4 seconds, for example, and keep gaining speed until it?s pushed well past 200 mph. In fact, Lord Drayson is apparently looking to soon beat his own record, tweeting to fans that on an additional run the car was ?very lively at 216 mph.?

While he may be celebrating victory, the claimed record could come under dispute. The Buckeye Bullet, an EV built by students at Ohio State University, actually achieved a 307.7 mph average during two runs at the Bonneville Salt Flats in Utah in August 2010 ? and was seen as capable of reaching 400 mph. But that effort was not officially sanctioned by the FIA, leaving GE?s Battery Box the certified record-holder for another three years.

To proponents, what matters most is the increasing focus in electric racing and battery propulsion, in general.

There?s clearly a lot more interest, for example, has nudged its ZEOD RC battery race car up to 186 mph, and Top EV Racing claims to have launched its battery dragster from 0 to 100 in a mind-boggling 0.8 seconds.

What could put battery racing square in the public eye is the new Formula E series set to launch in 2015. Not surprisingly, Lord Drayson is looking to participate when that program gets underway.

Devo drummer Alan Myers dies of cancer

Alan Myers of the band Devo performs onstage in Los Angeles around 1979.

Alan Myers, Devo's drummer during their period of greatest success, died Monday of brain cancer. He was 58. Myers' death was first reported on Facebook by his friend Ralph Carney, a jazz musician who knew Myers in Devo's hometown of Akron, Ohio, (and the uncle of Black Keys drummer Patrick Carney).

Myers became Devo's third drummer when he joined the band in 1976. Known for his precision on the kit, his playing featured on Devo's first seven albums, including 1978's "Q: Are We Not Men? A: We Are Devo!" and 1980's "Freedom of Choice," which included the single "Whip It." He left the band in 1986 over a lack of creative fulfillment as the group increasingly used electronic drums, according to the 2003 book "We Are Devo!"

100 Best Debuts of All Time: Devo, 'Q: Are We Not Men? A: We Are Devo!

After leaving Devo, Myers worked as an electrical contractor in Los Angeles, and since 2005 had played improvisational music with his wife, Christine Myers, in the group Skyline Electric. He had also performed with his daughter, Laena Geronimo, in the experimental ensemble Swahili Blonde.

Myers' former bandmate Gerald Casale praised the drummer on Twitter as news of his death spread. The Devo founder called Myers "the most incredible drummer I had the privilege to play with for 10 years. Losing him was like losing an arm."

In subsequent tweets, Casale wrote, "I begged him not to quit Devo. He could not tolerate being replaced by the Fairlight and autocratic machine music. I agreed ... Alan, you were the best -- a human metronome and then some."

Drummer Josh Freese, who joined Devo for their 2010 reunion, has cited Myers as one of his major influences. "An underrated/brilliant drummer," Freese tweeted. "Such an honor playing his parts w/Devo. Godspeed Human Metronome."

Social network size predicts social cognitive skills in primates

June 26, 2013 ? The size of a primate's social group can predict cognitive skills related to social abilities, according to research published June 26 in the open access journal PLOS ONE by Evan MacLean and colleagues from Duke University.

The authors compared six lemur species' performance on two tests, a social cognition task that required understanding a competitor's actions and a second test where animals tried to retrieve food placed in a transparent tube, testing their non-social cognitive skills.

A lemur species that usually lives in large, 15 member- groups performed significantly better on the social cognition test than another species that usually lives in smaller groups of approximately five members. On the second test, all the species tested performed on par with one another, regardless of the size of their social groups. Based on these results, the authors conclude that the size of a lemur's social network correlates with their social cognitive skills.

Previous research supports the idea that primates evolved complex cognitive skills as they adapted to life in large social networks. Relative brain size has been correlated with social group size in some monkeys and apes, but the size of lemurs' social groups are not correlated with their brain size. According to the authors, their results reveal the potential for cognitive evolution without a change in brain size.

MacLean elaborates, "Being socially savvy doesn't make you brainy in every domain. Our data suggest that for lemurs, living in large social networks favored the evolution of social intelligence without changing other cognitive abilities for solving nonsocial problems. Interestingly these cognitive changes don't seem to have been accompanied by increases in brain size because species with smaller brains actually performed better than species with bigger brains when it came to social reasoning."

SAfrica president cancels trip amid Mandela worry

JOHANNESBURG (AP) ? South Africa's president visited a gravely ill Nelson Mandela in the hospital on Wednesday night, and canceled a visit planned for the next day to Mozambique, an indication of heightened concern over the deteriorating health of the man widely considered the father of the country.

President Jacob Zuma found 94-year-old Mandela to still be in critical condition during the 10 p.m. visit and was briefed by doctors "who are still doing everything they can to ensure his well-being," Zuma's office said in a statement.

It said the president decided to cancel a visit to Maputo, the Mozambican capital, on Thursday, where he was to attend a meeting on regional investment.

As worries over Mandela mounted, Mac Maharaj, the presidential spokesman, declined to comment on media reports that the former president and anti-apartheid leader was on life support systems in the Pretoria hospital where he was taken June 8 to be treated for what the government said was a recurring lung infection.

"I cannot comment on the clinical details of these reports because that would breach the confidentiality of the doctor/patient relationship," Maharaj said in an interview with South Africa's Radio 702.

South Africans were torn on Wednesday between the desire not to lose Mandela, who defined the aspirations of so many of his compatriots, and resignation that the beloved former prisoner and president is approaching the end of his life.

The sense of anticipation and foreboding about Mandela's fate has grown since late Sunday, when the South African government declared that the condition of the statesman had deteriorated.

A tide of emotional tributes has built on social media and in hand-written messages and flowers laid outside the hospital and Mandela's home. On Wednesday, about 20 children from a day care center posted a hand-made card outside the hospital and recited a poem.

"Hold on, old man," was one of the lines in the Zulu poem, according to the South African Press Association.

In recent days, international leaders, celebrities, athletes and others have praised Mandela, not just as the man who steered South Africa through its tense transition from white racist rule to democracy two decades ago, but as a universal symbol of sacrifice and reconciliation.

In South Africa's Eastern Cape province, where Mandela grew up, a traditional leader said the time was near for Mandela, who is also known by his clan name, Madiba.

"I am of the view that if Madiba is no longer enjoying life, and is on life support systems, and is not appreciating what is happening around him, I think the good Lord should take the decision to put him out of his suffering," said the tribal chief, Phathekile Holomisa.

"I did speak to two of his family members, and of course, they are in a lot of pain, and wish that a miracle might happen, that he recovers again, and he becomes his old self again," he said. "But at the same time they are aware there is a limit what miracles you can have."

For many South Africans, Mandela's decline is a far more personal matter, echoing the protracted and emotionally draining process of losing one of their own elderly relatives.

One nugget of wisdom about the arc of life and death came from Matthew Rusznyah, a 9-year-old boy who stopped outside Mandela's home in the Johannesburg neighborhood of Houghton to show his appreciation.

"We came because we care about Mandela being sick, and we wish we could put a stop to it, like snap our fingers," he said. "But we can't. It's how life works."

His mother, Lee Rusznyah, said Mandela, who spent 27 years in prison under apartheid before becoming South Africa's first black president in all-race elections in 1994, had made the world a better place.

"All of us will end," Thabo Makgoba, the Anglican archbishop of Cape Town, said in an interview with The Associated Press on Wednesday. "We just want him to be peacefully released, whatever he's feeling at this moment, and to be reunited with his Maker at the perfect time, when God so wills."

The archbishop said: "Ultimately, we are all mortal. At some stage or another, we all have to die, and we have to move on, we have to be recalled by our Maker and Redeemer. We have to create that space for Madiba, to come to terms within himself, with that journey."

On Tuesday, Makgoba visited Mandela and offered a prayer in which he wished for a "peaceful, perfect, end" for the anti-apartheid leader, who was taken to the Pretoria hospital to be treated for what the government said was a recurring lung infection.

In the prayer, he asked for courage to be granted to Mandela's wife, Graca Machel, and others who love him "at this hard time of watching and waiting," and he appealed for divine help for the medical team treating Mandela.

Visitors to the hospital on Wednesday included Mandela's former wife, Winnie Madikizela-Mandela. The couple divorced in 1996.

Mandela, whose 95th birthday is on July 18, served a single five-year term as president and afterward focused on charitable causes, but he withdrew from public life years ago and became increasingly frail in recent years. He last made a public appearance in 2010 at the World Cup soccer tournament, which was hosted by South Africa. At that time, he did not speak to the crowd and was bundled against the cold in a stadium full of fans.

On April 29, state television broadcast footage of a visit by Zuma and other leaders of the ruling party, the African National Congress, to Mandela's home. Zuma said at the time that Mandela was in good shape, but the footage ? the first public images of Mandela in nearly a year ? showed him silent and unresponsive, even when Zuma tried to hold his hand.

"Let's accept instead of crying," said Lucas Aedwaba, a security officer in Pretoria who described Mandela as a hero. "Let's celebrate that the old man lived and left his legacy."

My credentials: Personal Training in Brunswick, Australia. | Lose ...

It's me! Out of breath, sweaty and horrible, at Doherty's Gym Brunswick.

It?s me! Out of breath, sweaty and horrible, at Doherty?s Gym Brunswick.

AKA bragging rights.

Just in case there are some new people out there who might need confirmation of my credentials, here?s a little bit of a write up about my real life as a Personal Trainer In Brunswick, Victoria, Australia.

I?ve worked from a number of locations over the past 5 years or so that I?ve been qualified as a PT. In fact you can go back even further to that, when I trained (and instructed) martial arts way back in the previous century. So as far as PT goes, it started out just doing some cardio kickboxing type stuff with a few mates in the park. From there, for a very short while I worked at an inner city PT studio, but the training style, not being my own boss and a few other aspects weren?t sitting right with me.

There was a stint last year where I was asked to come and work and provide PT in a small gym out in the country. I was only there a few days each week, but within a short period of time my schedule was booked solid and I was becoming very successful as a PT. The gym itself was not doing so well though and eventually closed. I took a few of my clients to the gym in the next town and got them started there, and then decided to re-focus my efforts closer to home.

Before (and at the same time as) all this, I had been working as an independent trainer out of Doherty?s Gym in Brunswick. If you didn?t know, this is a world famous ?hardcore? style gym and home to some of the country?s elite body builders, boxers, power lifters, and so on. Mr Olympia Phil Heath recently rated it as one of his top 3 favourite gyms in the world. It?s THAT good, and it?s a real gym owned and ran by people who are passionate about training, health and fitness ? not just by business investors.

I think there?s really two sides of the fitness industry world wide, and one half is more of the ?what?s stuff that people will pay money to come and do and feel like at least they are trying?? type of fitness businesses, and then there?s the ?we cater to the people who are serious about training, and serious about results? gyms? with that hard core, old school vibe. You can guess which sort of gym I?m working out of.

So as I say, this is a prestigious gym to work from and I?m in some elite company with many great trainers and athletes there. The big news as of the past month or so is that I?m now recognised as an officially approved and recommended trainer there. When you?re personally endorsed by perhaps THE biggest name in the legitimate fitness industry in this country, well that?s a big deal and something I?m very proud of.

Doherty?s Gym is home of many of the Best Personal Trainers In Australia, and finally I?ve taken my rightful place amongst them. Officially.

Now I know (because people have told me!) there are still a few people out there who find their way to this site and think ?free? it can?t be very good if it?s free? and go off and do some other shit instead. Well, it?s your loss. Between what I?ve just told you here, the testimonials and progress photos scattered around the site you should know I am VERY good at what I do, and if you?re smart enough to listen and put these very, very simple nutrition and training principles into action you are going to be successful.

New Coso framework: what management needs to know - The Nation

Home ? business ? New Coso framework: what management needs to know

Biz Insight

THE NATION
June 27, 2013 1:00 am

The key concepts of COSO remain. The COSO2013 framework still insists that internal control is a process that is affected by people in all levels of organisation (not only policy, manuals, forms etc); that it should be designed in assisting the company achieve business objectives; and that it provides reasonable assurance, not 100%, to the board and top management.

The COSO cube is almost unscathed - and for good reasons. It remains to be a strong illustration of a company's internal controls and how they are connected across control objectives. One major change is in renaming the objective "Financial Reporting" to "Reporting" in order to reflect the evolving nature of a company's business. This change somehow shows that reporting comes from various forms and timings rather than just through annual financial statements. The new COSO cube highlights that each component should penetrate all levels of the organisation whether they are structured by subsidiaries, divisions, business units or functions/departments.

The most important part of the update is the standardisation of the 17 principles in line with the 5 COSO components (Control Environment, Risk Management, Control Activities, Information and Communication and Monitoring). While conceptually similar to the 1992 version, COSO 2103 adds and clarifies each component and principle, including improvements like the development of "point of focus", which are about 70+ in total. For example, in the "Monitoring" component, principle #17 (evaluates and communicates deficiencies) expects that organisation evaluates and communicates internal control deficiencies in a timely manner to parties responsible in taking corrective action, including senior management and the board of directors, as appropriate. As such, 3 points of focus are highlighted in COSO 2013 for principle 17 which expect that organisation will have a clear process on how to 1) assess the results, 2) communicate deficiencies and, 3) monitor corrective actions.

Also, topics like considering the potential for fraud in assessing risks in attaining company objectives are now added. Specific pointers are mentioned to help organisation recognise red flags in fraudulent reporting (eg geographic regions where the entity is operating and conducting business, incentives, excessing estimates and judgments in preparing external reporting and even management preference in selecting accounting principles and treatments for some accounting transactions.)

COSO 2013 expects that all 5 components and their related principles are present and functioning in the organisation. Present in such a way that relevant principles exist in the design and implementation of the system of the internal control; and functioning so that these components and principles continue to exist in the conduct of the system of internal control in achieving the determined objectives. In short, organisation should incorporate all COSO components and principles (except on very rare occasions) in their internal controls design and ensure that they are continuously being performed to achieve the organisation's objectives.

There are many ways the change in the framework may impact one's organisation. If a company uses the COSO 1992 framework to comply with Sarbanes Oxley or J-SOX, its current internal controls may not clearly show and/or document that the 17 principles are present and functioning. As such, updates to the controls design and documentation may be required. To help companies apply COSO 2013, COSO developed the ICEFR Compendium. It also developed an illustrative tool that provides examples for companies as reference. These are mere examples, however; which should not simply be copied to effect the change. Auditors should ensure that audit programmes cover the 17 principles and may require companies to enhance business documentations.

With the new framework, it is easier for both auditors and management to determine what areas are lacking controls. To fully understand how your company is affected, it is highly recommended that key personnel such as the chief audit executives or risk managers to read and understand COSO 2013. They should help educate not only the C-suites but also operations and functional managers.

The change requires review and potential updates to a number of processes, activities and documentation that will make the internal controls of the company more effective and efficient. This will eventually help companies save on cost in the long run and better equip them in attaining business objectives.

Aldwin Gatchalian is a senior manager in Enterprise Risk Services at Deloitte Thailand.

Louisiana Gun Law: Bobby Jindal Signs Legislation Making Publishing Gun Records A Crime

By Karen Brooks
June 19 (Reuters) - Louisiana's governor signed legislation on Wednesday making it a crime to publish the personal information of concealed handgun permit holders following a wave of outrage by gun owners after a New York newspaper listed such data last year.
Louisiana joins a growing number of states that are cutting off access to that information as a national debate rages over gun control after a gunman killed 20 children and six adults at a Connecticut elementary school last year.
After the shooting in Newtown, Connecticut, the Journal News in West Nyack, New York, published a map of gun permit holders in two counties based on public records.
The map prompted a wave of outrage by gun-rights supporters that led at least five states to shut off public access to those records, according to Stateline, a news service run by the nonprofit public policy organization Pew Charitable Trusts.
The newspaper took the map down in January when New York state passed laws allowing permit-holders to request that their names be removed from public records.
At the time, publisher Janet Hasson defended the map because it "provides our readers with the ability to contribute to the discussion, in any way they wish, on how to make their communities safer."
Proponents of privacy for permit holders say releasing the information puts gun holders at risk of increased crime and violence. Opponents of such rules argue that they lower accountability and risk public safety when citizens cannot find out who is holding a state-issued gun permit.
Louisiana exempted gun permit applications from public records laws in 2008. Under the new law, violators who "intentionally disseminate for publication" the names, addresses and similar private information of permit holders could face up to six months in jail and a $10,000 fine.
The law does not apply when that information has been released by the permit holder, is already in the public domain, or when the permit holder has committed a gun-related felony.
The measure was one of seven gun bills Republican Governor Bobby Jindal signed on Wednesday, including a bill creating a lifetime concealed handgun permit, legislation allowing gun dealers to register people to vote at their gun stores, and bills aimed at restricting access to guns by people with mental health issues.
Maine, Virginia, Arkansas and Mississippi have all followed New York in closing gun permit records, according to Stateline. (Reporting by Karen Brooks in Austin, Texas; Editing by Cynthia Johnston and Lisa Shumaker)

Explore Mars for Yourself with this Billion-Pixel Image from the Curiosity Rover

Gigapan image of Mars from MSL rover

During Barack Obama?s first inauguration as president in 2009, photographer David Bergman snapped hundreds of photos to build a stunning mosaic of the event, comprising more than one billion pixels in total. Users of the clickable, zoomable Gigapan platform (where the inauguration mosaic has attracted more than 15 million views) dove into the image to pull out any number of embedded details, from celebrities in the crowd to an apparently dozing Clarence Thomas.

Now a new 1.3-billion-pixel image of the surface of Mars should keep curious clickers occupied for a while, even though the chances of spotting Beyonc? or a sleepy Supreme Court justice are nil. NASA released the ultradetailed Gigapan mosaic, built up from roughly 900 individual images, on June 19.

The images in the mosaic come from the space agency?s Curiosity Rover, currently scouring Gale Crater on the Red Planet in search of evidence of past habitable environments. The rover?s telephoto camera acquired most of the snapshots, according to a NASA statement, with supplemental images from a wide-angle camera on the rover?s mast and a few robot selfies from Curiosity?s navigation camera.

The mosaic shows Curiosity?s environs in late 2012, when the rover was parked at a sandy location called Rocknest. That is where Curiosity first deployed the scoop at the end of its robotic arm to sample the fine-grained Martian soil and fired up its suite of onboard instruments to chemically analyze the material.

In this presentation of the Mars mosaic, NASA has helpfully supplied some annotations of significant sites, such as the rover?s landing area and its ultimate destination, Mount Sharp. But once you familiarize yourself with the image, I recommend exploring it in full-screen panorama mode to fully appreciate the astonishing detail.

Twitter Buys Boston-Based Spindle, Team Heading to S.F.

Curt Woodward6/19/13

Twitter?s gone shopping in Boston again.

Spindle, a Boston-based startup that culls social-media messages to give consumers a view of what?s happening nearby, announced today that it has been acquired by Twitter.

Terms of the deal were not disclosed. It appears to be a ?talent acquisition,? since the Spindle service is shutting down and its team relocating to San Francisco.

Spindle had raised $2.3 million in seed funding?from a long list of investors:?Polaris Ventures, Greylock Partners, Lerer Ventures, SV Angel, Atlas Ventures, Broad Beach Ventures, and Project 11, along with former Microsoft technical chief Ray Ozzie and Raman Narayanan.

Twitter?s other two Boston-area acquisitions?advertising data service Bluefin Labs and mobile-app analytics startup Crashlytics?have both stayed in Boston, forming the basis of Twitter?s office here. We reported that Twitter spent more than $100 million (in cash and stock) for Crashlytics, and around $100 million for Bluefin Labs.

Spindle was founded by former Microsoft employees, including CEO Pat Kinsel. The startup was among the?software companies trying to perfect local search on mobile devices by tapping into the flood of information being generated by companies and everyday people.

At the base of this problem is a pretty basic behavior for the smartphone age: A consumer whipping out their sensor-laden mobile device, trying to figure out where to eat or what to do for fun when they?re out on the town.

Nobody?s really hit on the solution yet, although some big names have tried for years?Google, Foursquare, Yelp, Facebook, and quite a few startups. By buying Spindle, you can assume that Twitter is hoping to get more serious about local search, too.

?By joining forces with Twitter, we can do so much more to help you find interesting, timely, and useful information about what?s happening around you,? Spindle said in its blog post.

Earlier this year, CEO Kinsel told me that Spindle believed its technology was solid enough to create plenty more applications beyond aggregating social-media streams for mobile users. ?We really believe strongly in this app. But on the technology side, we?re trying to do much more,? Kinsel said.

Russia media compassionate about Putin's divorce

MOSCOW (AP) ? Russian media have reacted with unusual compassion to Thursday's announcement of President Vladimir Putin's divorce.

Putin and his wife, Lyudmila, rarely seen in public, announced the end of their marriage less than two months shy of their 30th anniversary in an interview with Russian television. His spokesman Dmitry Peskov could not say when they would formally divorce, adding that this did not matter.

Divorce is common in Russia, and nearly 700,000 couples dissolved their marriages in 2009, according to UNICEF. But Russian leaders, unlike their American counterparts, generally keep their domestic lives well out of public view and divorce among top officials in Russia is unprecedented.

Lyudmila Putina, 55, was rarely seen in public during her husband's long tenure at the top of Russian politics, fueling rumors that she and Putin had separated.

While break-ups involving prominent politicians are exceptionally rare, some sections of the media often sneer at celebrity splits.

Russian media, however, were unusually compassionate to the Putins' decision.

Opposition-leaning Kommersant Radio lauded the couple's announcement for keeping the public informed instead of keeping it secret.

"Perhaps a lot of people feel better now that the president did what he did instead of living a double life for the sake of following some false protocol," prominent columnist Viktor Loshak said on Kommersant FM Friday morning. "The president and his wife acted like real people."

One of Russia's best-selling tabloids, Moskovsky Komsomolets, credited the president with breaking a long-held taboo for talking about their private lives, let alone problems and affairs.

"There was hardly any politics-savvy Russian in the country who could not have guessed that the first couple wasn't particularly intimate. Lyudmila Putina's long-time absence at political events was telling," Mikhail Rostovsky said. "Putin has broken a taboo by showing that he is a man like everyone else. Even the president is entitled have a private life ? and entitled to have failures in it, too."

The Putins married on July 28, 1983, and have two daughters, Maria and Yekaterina, who haven't been seen in public for years.

There have been hints that Lyudmila Putina was unhappy. In a 2005 interview with three Russian newspapers, she complained that her husband worked long hours, forgetting that "one needs not only to work, but also to live."

Mexico finds breast-feeding woes as rate drops

Nutritionists put the blame on the big companies that produce infant formula, saying the businesses aren?t regulated enough and entice women away from breastfeeding. MEXICO CITY (AP) ? Despite the well-known advantages to breast milk and vigorous campaigns around the world championing breast as best, Mexican mothers say the bottle is better.

In a dramatic decline over the past six years, today only one in seven mothers in Mexico breast-feeds exclusively in the first six months, the standard recommended by the World Health Organization. That leaves Mexico with nearly the lowest level of breast-feeding in Latin America.

Experts call it a public health crisis for a country where millions still live in extreme poverty, dirty water threatens the health of many families and education is poor. Mother's milk is richer in nutrients and antibodies that protect newborns from infections.

Mexico has the highest infant mortality rate among the world's 40 largest economies. Between 2005 and 2010, breast cancer deaths increased twice as fast as Mexico's female population, with some experts blaming declining rates of breast-feeding; studies show it cuts a woman's risk of cancer by 50 percent or more.

Officials blame an invasion of baby food ads, little regulation of formula companies and the failure of doctors to promote breast-feeding for an overreliance on formula.

"Mexico has become the example of what not to do. It's the strongest case of a setback in breast-feeding," said Marcos Arana Cedeno, a child nutrition expert and health adviser for the state of Chiapas.

Feeding newborns with breast milk can save lives in developing nations, where children have higher chances of dying from diarrhea and pneumonia. The WHO has recommended for the past decade that infants be given only breast milk for the first six months.

The percentage of Mexican moms who nurse their babies that long fell from 22 percent in 2006 to 14 percent last year, according to a Health Department survey.

Only the Dominican Republic has a lower rate of breast-feeding in the region, at 8 percent. Other nations have improved their numbers, led by Brazil and Colombia, which in the past two decades more than tripled the percentage of mothers breast-feeding ? to 47 percent in Colombia and 39 percent in Brazil.

For many mothers drawn into the urban workforce, nursing a baby while juggling a job is too difficult.

"I had to go back to work and I wasn't going to be able to breast-feed him for long. That's why I chose formula," said Ruth Gonzalez, a clothing company manager.

Gonzalez nursed her baby boy, Luis, only at night, after work. He drank formula during the day, and went off breast milk completely after a month. "Formula was just easier," she said.

Yet, even in traditional rural areas, the trend is downward. Breast-feeding fell by half in poor, rural areas, where babies are exposed to more sanitation problems, according to the Health Department survey.

Nutritionists complain that Mexico has not adopted laws to meet guidelines adopted by WHO in 1981, which asked countries to restrict companies from providing free samples of formula or approaching new mothers to push their product.

"It really is a tragedy," said Teresa Gonzalez de Cossio, a nutritionist who researches breast-feeding at the National Institute of Public Health. "There is no one making sure we are following international codes. The country is not setting any goals regarding breast-feeding."

Countries such as Brazil and the United States have long stressed the importance of breast-feeding. The U.S. has improved its rate of mothers who exclusively breast-feed for the first six months to 16 percent in 2012 from 11 percent in 2007, according to the U.S. Centers for Disease Control and Prevention.

Most New York City hospitals no longer hand out promotional samples of formula and ask new mothers to participate in talks on why human milk is better. Portland, Maine, started a campaign asking businesses to make mothers feel welcome to breast-feed wherever they want.

Brazil reversed a decline in breast-feeding in the 1980s by strictly limiting advertising by baby food companies and airing prime-time informational spots with national celebrities to dispel myths, such as that women with small breasts were incapable of nursing.

Mexico lets companies self-regulate on following the WHO guidelines. It has rules that say hospitals and doctors should guide new mothers through breast-feeding, but it doesn't enforce them.

Dr. Rufino Luna Gordillo, the Health Department's deputy director of maternal and newborn care, said Mexico is renewing periodic checks of breast-feeding practices at public and private hospitals, a policy born in the early 1990s that had fallen by the wayside.

"It's clear that these efforts have not been enough to get to the ideal breast-feeding levels," Luna said in a written statement. "We need to debunk many myths about breast-feeding, limit the abuse of infant formula makers ... and award companies that offer nursing rooms."

Some new mothers say they didn't receive any help on breast-feeding after giving birth and say nurses, without seeking permission, offered formula to newborns at the nursery. In addition, with half of the babies born in Mexico via cesarean-section, many mothers struggle to nurse in the first hours and days after surgery.

With little government promotion of breast-feeding, myths proliferate: sagging breasts do not provide healthy milk, or that nursing babies will spoil them. Pediatricians also hear women say that they want to stop breast-feeding so they won't lose their perky breasts.

"In Mexico, breast-feeding is not a normative behavior," said Chessa Lutter, the Pan American Health Organization's regional adviser for food and nutrition. "You are going to see probably walking down the street in Mexico City a lot more bottle-feeding than you are breast-feeding."

Advocates for breast-feeding say big business is to blame. They claim doctors are plied with gifts by formula makers to get them to help introduce infant formula to newborns.

Elia Rangel, mother of a 9-month-old girl, Samantha, said a family physician told her not to breast-feed after six months.

"We don't have information that is up to date," she complained. "I came across a doctor at a public hospital who asked me how old Samantha was. She was 7 months. He told me, 'Breast milk is no good; it can even harm her.' I was like, 'Wow, where did you get this information?'"

The government says it discourages the unnecessary use of formula, but Mexico's own Social Security Institute, whose logo shows a mother breast-feeding, provides formula to women even without a medical need if they present a doctor's note. As long ago as 1993, a study warned that Mexico needed to review that policy because of the high cost in both financial and health terms. The government still pays about $35 million a year on cans of infant formula from the Swiss-based food company Nestle, which receives more than 96 percent of the public money spent on formula.

Nestle and the U.S.-based Mead Johnson, the two main baby food companies in Mexico, responded in statements that they support the WHO's code for breast-milk substitutes and comply with the law. They say they don't advertise food for babies less than 1 year of age or discourage mothers from breast-feeding.

Nestle said it "does not give free supplies of infant formula to hospitals" and cited a 1992 "self-regulatory agreement" that the industry signed with Health Department to end the provisions of formula samples to Mexico's hospitals and doctors.

Chris Perille, spokesman for Mead Johnson, said the company tells health professionals about the benefits of their products but doesn't break the rules.

"Our work with these experts is conducted in accordance with the highest standards of ethics and integrity, and in compliance with all applicable laws, professional requirements and industry guidelines," Perille said in a statement.
